Our verdict

Montenegro is the Adriatic at a quieter pitch than Italy or Croatia, with the dramatic Bay of Kotor at its heart. You can have genuine grandeur at the top end and real character in between, often for less than the better known neighbours.

The trade off is scale. Many of the most romantic settings are intimate, and the largest reliable ballrooms sit in the newer resorts. Decide your guest count first and the field narrows quickly.

Roads are slow and taxis scarce, so plan transfers and consider a boat for arrivals across the bay.

The quick answer

Aman Sveti Stefan is the most cinematic address in the country, One&Only Portonovi is the most flexible for guest counts up to around two hundred, and the Hyatt Regency Kotor Bay handles the largest lists. Marry in late May, June or September, and plan the legal paperwork carefully or register at home.

The bay has a season.

Late May, June and September are the sweet spots, with long light, warm water and gardens at their best. July and August are beautiful but hot and busy. From November to March many coastal venues wind down.

The practical things, told straight.

Getting there

Tivat airport is closest, about twenty minutes from Kotor and Porto Montenegro and half an hour from Budva. Podgorica offers more year round flights, and Dubrovnik in Croatia has the widest network but adds a border crossing that can be slow in summer.

Where guests stay

Cluster a hotel block in Kotor, Tivat, Budva or Herceg Novi. Most venues do not sleep the whole party, so plan transfers and consider chartering a boat to carry guests across the bay in style.

The legal bit

Only a civil ceremony at the municipal marriage office is binding. Foreigners may marry without residence, but documents must be apostilled, translated by a sworn court translator and filed in person, usually about fifteen days ahead. Many couples register at home and hold a symbolic ceremony on the bay.
